When connecting to the library from off campus, access is similar to when you're accessing e-journals and e--books from on campus. However, when connecting though the library website you'll be asked to log in with your PSU ID and password when necessary.
The easiest way is to locate a journal article or e-book is to search for the article title or book title on the library website. Use the "books, articles, & more" search box.
To browse all articles from a journal, use the E-Journals search tab on the library site to search for the journal title.

Finally, some people prefer to use the PSU VPN to connect directly to their favorite journals or e-books as if they were on campus, although use of the VPN is not necessary in most cases. See http://psu.libanswers.com/faq/4143
